Add metadata consistency checks for partition catalogs (#2787)

This commit adds metadata consistency checks for the sys.babelfish_partition_function, sys.babelfish_partition_scheme and sys.babelfish_partition_depend partition catalogs, to ensure that the metadata stored in these catalogs is consistent with the actual database state:
