* Established valid signature.

* SSO works. Logs user on to their assignment page.

* MInor formatting changes

* Changes to fix controller tests and CodeQL tests

* Removed locale "en" from config/application.rb

* Added en.yml file

* Changed en_US display_name="English (US)"

* Removing en.yml and em from locales from config/applicatoin.rb

* Added a check for LTI Product URL

* Changes that didn't get staged last commit.

* Update rspect tests to mach lti_controller.rb

* Changed Production LTI_TOOL_URL in config/application.yml to VCL URL for testing
