xapi-idl: Only allow 2 drives for floppies

Qemu only allows for 2 floppy drives: fda and fdb, test this.

From https://www.qemu.org/docs/master/system/qemu-manpage.html:

> Valid drive letters depend on the target architecture.
> The x86 PC uses: a, b (floppy 1 and 2)

and in Block device options:

> -fda file
> -fdb file
> Use file as floppy disk 0/1 image (see the Disk Images chapter
> in the System Emulation Users Guide).
