Add keychain support and placeholder for vault wallet (#17196)

This PR adds the basic XCH functionality for vault wallets using SECP
keys with BLS recovery, along with CLI and RPC endpoints.
Currently the vault secret key is passed to wallet via config setting,
and this will be removed in a future PR.
