test(editorconfig): suggest CA1848

Using generated LoggerMessage delegates is a good idea for
performance-critical logging, but the hassle of introducing a separate
method for each logging call (in shared extension classes?) appears to
outweigh the benefit for non-performance-critical logging.  Only suggest
it by default.
