Conform User-Agent/Server headers to convention in RFC7231

- Use decreasing order of significance of product identifiers in
  User-Agent and Server headers for gatherer requests and scraper agent
  API responses, respectively.
- Do not specify versions in scraper agent API headers/errors unless
  debug mode is enabled.
- Avoid reading the version file every time an error occurs in the
  scraper agent API.
