Update upgrade schedule files and gitignore (#2749)

When BABEL_4_X_DEV was originally cut for 16.4 development, the upgrade schedule file for 15.7 and 16.3 were mistakenly copied from 15.6 and 16.2 instead of using the (at the time) latest schedule files. This commit updates the 15.7 and 16.3 schedule files to match the previous latest schedule files.

Also update the gitignore file to properly ignore the autogenerated upgrade scripts, as we have now hit double digits for the minor versions.
