wiregrid.py: add configurable motor current, zenith tag, and increase reference rotation prior to calibration (#154)

* change El requirement: 50-->60 deg & add "loose_el_check" argument to loosen the El requirement for the commissioning

* change continous rotation period before the calibration: 5 sec --> 10 sec

* change tag for `loose_el_check`

* remove `loose_el_check` argument, and add `wg_nominal_el` tag instead of the `loose_el_check` argument
