Bump minimum hipSYCL and DPC++ versions, update to Ubuntu 24.04

The upcoming IDAG executor is incompatible with old SYCL versions due to
lack of reduction support in earlier hipSYCL and various bugs in DPC++.

This opportunity was used to drop Ubuntu 20.04 in favor of 24.04 in CI,
which required minor adjustments to bridge differences.
