* Pins the pip dependencies for CI using `pip-tools`.
* Fixes a URL in the README.

### Other information:

The changes here are to move all CI-related dependencies to their own
file, which should be handled by dependabot. This should also silence
the existing security warnings related to pip dependency hashes.
