Sphinx build() injects Versions in Jinja2 env.

Dropping pypy3 support. Based on Python 3.2 and Sphinx only supports
2.6+ and 3.3+.

Sphinx mandates conf.py, no need for --file option.

main() returns integers instead of calling sys.exit().

Got sphinx-build main function working with Versions class instance
injected into Jinja2 environment.
