Parse Pac-Bio metrics from Loading-Productivity report (#3412)

## Description

Closes https://github.com/Clinical-Genomics/add-new-tech/issues/46. Adds infrastructure for parsing Pac-Bio productivity metrics

### Added

- Pydantic model for the productivity metrics
- Constants with the attribute names of the loading report file
- Fixtures for loading report file and productivity metrics object

### Changed

- Updated test of metrics parser to work with productivity model
