* feat: Configure max_retries & timeout for AzureOpenAIChatGenerator

max_retries: if not set is read from the OPENAI_MAX_RETRIES
env variable or set to 5.

timeout: if not set is read from the OPENAI_TIMEOUT
env variable or set to 30.
