Add ECSClient module

* Provide a client for running and monitoring ECS tasks

* Add ECSClient module with key commands:
  * execute_review_run
  * monitor_task
  * parse_run_details
* Create a custom exception ECSTaskDefinitionDoesNotExistError
* Add fixtures and unit tests for ECSClient commands
