Improve tests for `decodeTwapStruct` (#1728)

Adds a new encoders/builder for `createWithContext` calls, replacing static transaction data in TWAP-related tests:

- Add relevant encoders/builder for encoding `createWithContext` transaction data
- Use encoders/builder in `ComposableCowDecoder` test
- Add test coverage for `createWithContext` calls with an invalid  TWAP handler
