CIGI-985c: add country tags (#2778)

* pass problematic migrations

* country page model; add countries field to contentpages

* add panels, templates, and menu items

* add command to create country pages; redo migration

* alter form view for the countries dropdown panel to sort commonly tagged countries at the top

* add missing package to requirements; add search field for country

* add featured section and search table for country pages

* include package-lock

* add country to search table
