Support blob chunks for pg8000

Do this by emulating the psycopg2 interfaces.

Note that this exposes a hole in the handling of blob chunks and sizes
in mover.py:

- If the blob is less than the max blob size (2gb) then we read and
  write the whole thing at once.
- If it is larger, than for the second and subsequent chunk, we
  read/write it in blob-chunk-size chunks at a time.

I need to modify the emulation to handle that first case, because it
currently loads everything into memory.
