[All] feat: automatic docker installation (#983)

* feat: automatic docker installation
- docker setup for localhost only
- need to bring game_pak and compact.sqlite3 by yourself
- in powershell and bash
- healthcheck for DB and LOGIN server and GAME server
- watch to automatically rebuild the containers
- also added an update script that just pull and rebuild the containers
  from scratch without modifying conf or .env
- changed the .env to .env.example and make use of it

* [Docs] Added Docker installation guide wiki page as a stand-alone doc

- Added ``Docker-Installation-Guide.md`` to the Docs folder so it can be accessed without checking the Wiki.
- Also added a entry to Ì got problems wtf!` section to give a solution if the person is not allowed to run PowerShell scripts.
- Removed old docker related scripts as they seem to be redundant now.
