Reduced versions in generated documentation

Details:

* Docs: Reduced the number of versions in the generated documentation to only
  the latest fix version of each minor version. (issue #1000)

* Increased minimum version for which docs are generated, from 0.9.0 to 1.0.0.

* Added the sphinx_opts used for "make docslocal" also for "make docs".
  Right now, the only option is '-v'.
