feat(forgetting): allow banishing buffers

Adds new interactive function `partial-recall-banish` to not just
forget a buffer but mark it as no longer meaningful.

As long as new function `partial-recall--not-banished-p` is part of
`partial-recall-meaningful-traits` banished buffers will no longer be
scheduled.
