BufferWrapper: fix index specification

There was a bug here in the handling of -3 (intended to capture
arbitrary trailing dimensions).  This fixes the invalid behavior, and
eliminates -3 in favor of accepting -2, at any single position,
equivalent to numpy ellipsis.  Tests are added.  Projection code
updated.
