IGVF-1647 Scrollable report-view column-selection modal (#537)

* Update npm packages.
* Update prettier-plugin-tailwindcss rpm package.
* Update nivo charting nom package.
* Clean up the styling. Keep the Show All / Hide All buttons outside the scrolling area.
* Try CSS key-frame animation. Has a problem that it fades even if it disappears because it’s not needed, not just because of a timeout.
* Simplify by not including the fade-in/fade-out mechanism. I have the code within the column selector code, so the step after this makes the code more generic so any module with a vertical scrolling area can use it.
* Rename scroll-indicators to grid-scroll-indicators as well as the enclosed components to distinguish it from the new vertical scroll indicators.
Move the code for the vertical scroll indicators to a new file. Finish up its behavior so that it disappears when it should and doesn’t when it shouldn’t.
* Take care of the closure for the callback to remove the event listeners. Correct comments.
* Update .gitignore for the new cypress/downloads directory.
* Temporarily modify the cdk to point at the dev demo.
* Define a minimum modal height for the column-select modal.
* Revert temporary change to cdk.
