Enable full RPC support for protocols with wrapped unions.

Previously remote protocols were parsed without wrapping unions which
would fail if they included ambiguous unions. Note that this doesn't
change the behavior exposed by the API (remote protocols are only used
internally for resolution, which is done independently of whether unions
are wrapped or not).
