README.md: Sphinx docs for in-depth documentation

Move large portions of the README.md into a Sphinx documentation build,
mainly the modes, overview, data sources (briefly kept in README.md),
installation (README.md focuses on installing released modules), Docker,
API endpoints and configuration (README.md refers to documentation).

Changelog added to Sphinx documentation through a symlink.

Documentation setup/build and release version check added to Makefile.
