HDXDSYS-807 Use better phonetic matcher  (#44)

* Use rapidfuzz and update test data because its better matching means I need to think harder how to make test data!

* Update threshold in docstring

* Clean input names too for consistency

* Clean _ as well

* don't fuzzy match < 4 chars

* try both al -> ad and ad -> al

* Add test for Ad -> Al

* Bug fix for wx -> en instead of wx -> en for test for Kenge City
Fixes and improvements suggested by Monica
