Add base decoder for ComposableCoW contract (#1660)

Adds a new `ComposableCowDecoder`, based on the [required elements of the CoW SDK](https://github.com/cowprotocol/cow-sdk/blob/5aa61a03d/src/composable/orderTypes/Twap.ts) to detect and decode `createWithContext` calls:

- Add ComposableCoW ABI
- Create `ComposableCowDecoder`
- Add test coverage
