Replace setup.py/setup.cfg with pyproject.toml

- Update Jenkinsfile to use pyproject.toml/Makefile-based commands for
  installation/analysis/release
- Makefile: Replace setup.py commands with pip/build, grep TOML version
- Makefile: Consolidate source lists and add mypy_html recipe
