This reverts commit c89fc864e.

* Invert dependency graph

* Find base commit and use that when calculating packages to test

* findChangedPackages returns an object containing the changed packages as well as whether there are any changes that are outside a package

* remove --oneline from git diff command

* Add dependency mapping of ourselves outside of loop as well for packages that do not have any dependencies (like CLI package)
