Added tests for Python 3.13-beta.1

Details:

* Added Python 3.13-beta.1 to the test environments.

* Skipped the sanity tests on Python 3.13 (Ansible 9 and 10 sanity tests
  do not support Python 3.13).

* Circumvented the issue that pyo3-ffi does not yet support Python 3.13.
  This affects any builds using the 'maturin' build backend:

  - Pinned 'jsonschema' to <4.18.0 so that it does not yet use 'rpds-py'
    which is built using the 'maturin' build backend.

  - Pinned 'safety' to <3.0.0  so that it does not yet use 'pydantic'
    which is built using the 'maturin' build backend.
