Add Passkey Audit And Deploy Contracts (#437)

This PR adds the Certora audit report for the passkey contracts and
prepares the passkey contracts for deployment :tada:.

Note that there were a few details to take care of:
- We bumped the FCL version to match the version used by Coinbase's
audited
[`webauthn-sol`](https://github.com/base-org/webauthn-sol/tree/main/lib).
This included a small fix to `ecAff_isOnCurve`.
- Verification of the `SafeWebAuthnSignerSingleton` contract was a bit
tricky as the `verify-etherscan` task doesn't pick it up, since it is
deployed in the constructor of the `SafeWebAuthnSignerFactory` contract
- I started a `CHANGELOG.md` file like we have for our other projects,
which lists the expected addresses.
- Bumped the version in preparation for a release.
