Checkpoint Incentivization (#1050)

* Added a `checkpointRewarder` field to `PoolConfig`

* Implemented a simple checkpoint rewarder and subrewarder

* Ripped out the `IHyperdriveCheckpointRewarder` type where iwasn't necessary

* Improved the getters in the registry

* Added a `setCheckpointRewarder` function

* Wrote some unit tests for the checkpoint rewarder

* Wrote some unit tests for the checkpoint rewarder

* Added unit tests for the chcekpoint subrewarder

* Adds comprehensive integration tests for the checkpoint rewarder

* Removed the lingering FIXMEs
