bounds argument for ShiftBounds (#4)

ShiftBounds can now be customized to use better transforms of samples
with fixed bounds with the optional `bounds` argument. Bounds can be
specified for each input dimension.

- Fully bounded variables are directly mapped to the unit interval
- Variables with a one-side bounds are transformed with log to
unbounded, then mapped to the unit interval
