Feat(web): Introduce UNSTABLE_Slider component #DS-1321

Copied over from the Jobs DS and enhanced with helper text
and validation text support.

Issues to address in the future:

1. Decide if and how to approach the selected / unselected state.
2. Add support of the `disabled` state.
3. Improve CSS so the Webkit-only styling works with small steps.
