Changed STOMP retry/timeout config defaults for keepalive/heartbeating

Details:

* The previous change introducing the STOMP retry/timeout config used the
  defaults from the stomp.py package. However, that disables STOMP
  heartbeating and keepalive by default.

  It is felt that enabling heartbeating and keepalive would be a
  reasonable default. Therefore, this change introduces our own definition
  of the defaults for the STOMP retry/timeout config, using an approach
  consistent with the Session's retry/timeout config.
