Fixed checking for whether stomp.py uses Frames

Details:

* The check for whether stomp.py uses Frames was used in the
  opposite way. This did not surface during unit testing because
  the mocked stomp connection did it the opposite way too, so
  it was consistently opposite.

  The error surfaces only during a real use of notifications.
  This change fixes that.

* Simplified the checking for whether the stomp.py event listener
  methods get Frames or tuples by looking at the data instead of
  at the stomp.py version.
