Integrate csv2rest (#157)

* Add csv2rest gem

Doesn’t actually do anything yet

* working JSON output test

* Upload schema to s3

* Add foreman to gemfile

* Handle missing transformation stuff

This should be fixed in the gem, but works here for now

* Treat schema as always being a string

Some fails in the update method, but this is progress

* Send schema to repo

* Get schema from repo for update

* Create json files at the same time as the rest of the files

This doesn't work, but is the correct place to do it

* Should be this

* Rejig specs

* Remove rescue

* Set path to tempfile location

* fix file prefixes in JSON output

* Fix JSON urls
