Write outage log (#14)

* add handler to write a permanent logfile for outage tracking

* increase sleep for outage log integration test

* add plan unit tests

* remove outagelog cleanup method

* log to outage log if error occurs publishing command

* defer close

* open log filehandle first and pass to outagelog constructor

* explicitly calculate sleep time in test

* rm commented field

* rm accidentally committed changes to Dockerfile
