Runtime classpath extension, test and build cleanup

Supports runtime classpath extension in those locations:

* ~/.seedstack-hub/etc
* ~/.seedstack-hub/lib/*
* /opt/seedstack-hub/etc
* /opt/seedstack-hub/lib/*
* /usr/local/seedstack-hub/etc
* /usr/local/seedstack-hub/lib/*

The etc directories are directly added to the classpath. The lib directories
are scanned for JAR files which are added to the classpath.

Cleaned up backend tests.

Moved from gulp based build to npm scripts.
