IGVF-1638 Redesign the help-page mechanism (#509)

* Update npm packages.
* Update the navigation.
* Remove a stray console.log.
* Add new button navigation module. Add a file for its documentation, but I’ll edit the documentation later.
* Change `getPageTitleAndOrdering()` to `getPageTitleAndCodes()` to allow page editors to alter aspects of a page.
* Remove automatically generated help page mechanism.
* Update `getPageTitleAndCodes()` to always return a `codes` property that might be an empty array.
* Update comments for the last commit.
* Allow an option to not have the `<DataPanel>` border based on codes in the title. Change the background color of the buttons to white, or black in dark mode.
* Add a Jest test for the button navigation page component.
* Fix Cypress tests.
* Move the /help link from the breadcrumb chain.
* Strip codes from page titles for intermediate breadcrumb elements.
* Add documentation for the button navigation page component.
* Use aria-labels instead of titles on button links.
* Correct the last commit.
* Fix breadcrumbs Jest test.
* Remove some Cypress tests that no longer apply without the auto-generated help page.
* Correct some test strings.
* Remove version Cypress test.
* Change the About IGVF path from /help/about/igvf to /help/about-igvf so that we don’t need to populate the /help/about page.
