Add Meta endpoints.

These endpoints are not API specific, they are at the root of the server as /api/meta/versions and /api/meta/heartbeat.

  - Heartbeat (start time and uptime) is open for anyone authenticated.
  - Versions (python, django, drf) is available to admins.
