Overhaul the included web frontend. (#246)

This change is a total re-write of the built-in web frontend using Angular2,
Typescript, npm, and webpack.

In addition to the general re-write, this change also adds some new features/fixes:
  * Fixes a broken glob for the prebuilt in package_data in setup.py.
  * Adds a frontend server flag to disable multicast station discovery.
  * Allows specification of stations for the frontend server in configuration.
