Fix `@typescript-eslint/require-await` instances (#1565)

Enables the `@typescript-eslint/require-await` line rule and addresses instances where unnecessary `async` is used:

- Enable `@typescript-eslint/require-await` rule in `eslint.config.mjs`
- Remove all unnecessary uses of `async` and associated changes
