fix(tap-agent): monitoring labels and gauge updates (#189)

* fix(tap-agent): monitoring of RAV value and unaggregated fees

In particular unaggregated fee monitoring was not updated correctly.
RAV value monitoring also should be updated on sender_allocation startup like the unaggregated fees.
