IGVF-1635 Update 403 message (#500)

* IGVF-1635-403-message

* Change the 403-page message according to the ticket. Remove some never-executed login code for the session. Force a page reload when routing back to the page the user viewed when they logged in.
* Fix Jest tests.
* Update Cypress login-help test for the changed message.
* Get Cypress tests to run with the updated authentication code.
* Update nextjs version to avoid “Failed to execute 'measure' on 'Performance': The mark 'beforeRender' does not exist” error.
* Revert changes to the login process, as it doesn’t work on the demo.
* Try reverting NextJS version to see if that helps with the demo not loading pages.
* Revert temporary change to cdk config.
