Add `toJson` helpers for locking controller tests (#1554)

Adds and uses JSON conversion helpers for converting non-JSON datatypes (e.g. Date objects) in locking tests:

- Add `Campaign`-specific `toJson` helper
- Add `LockEventItem | UnlockEventItem | WithdrawEventItem`-specific `toJson` helper
- Use the above in their respective tests
