Add view to process and create Activities (#91)

- A new view was added to allow for uploading and processing the given CSV. The view is under: `<BASE_URL>/api/v1/campaigns/upload`.
- Adds a new Celery task to process the CSV file entries asynchronously. The task is `process_csv_task` and uses the `default` queue.
- Since the uploaded CSV is supposed to represent the final state of a given period, instead of trying to compute a diff, we delete all the entries for a given period and process the file again. This was done for simplicity reasons.
- Processing the CSV entries are done in the context of DB transaction – i.e. no partial updates.
- Removes the CSV helper – it was added based on the assumption that it could be used in more places. This was replaced by a direct usage of `csv.DictReader`
