tracing: Define tracer configuration

By gathering all tracer properties into a configuration
structure, we can get rid of NewComponentTracer() and only keep
the simpler NewTracer(). From the latter we can now handle the
empty component and/or empty spanner and create anonymous tracers
or component specific tracers.
