[TASK] Switch to PSR-2 and shorthand array syntax

This change:

* Adjusts CGL to confim with PSR-2 and exempts method names required by TYPO3
* Changes all arrays to shorthand array syntax (excluding in unit tests)
* Changes some string class names to `::class` references (but not all; primarily where required for line length reduction)
* Corrects/adds annotations about deprecation where missing or incorrectly formatted
