HDXDSYS-707 HAPI SQL Alchemy refactor for A+B and schema changes (#25)

* Humanitarian needs

* Use Postgres for testing not SQLite
* Drop and create schema
* Postgres requires enums have names
* Add a postgres service to tests
* Remove id from population
* Don't override id in tests (let postgres autoincrement it)
* Prepare views programmatically
* Include try block so hdx-python-database isn't required (but without it, prepare_hapi_views won't work)
* Rename GenderMarker to Gender
* Add age constraints with tests
* Rename shared_enums.py to enums.py
* Use HDX Python Database to set database up with views and fresh schema
* build_view is now Database.prepare_view
* Update GitHub Actions workflows
* Update CHANGELOG
