The test logic for static route ISIS redistribution has been overhauled. Now includes configuration for the static route on DUT, ISIS setup, and OTG configuration. Also broadens test scope in order to cover multiple scenarios such as metric propagation, default policy type, and import policy.

* Refactor ISIS static route redistribution tests

This update enhances the script and refactors several existing functions. We've added functionality to allow IPv4 and IPv6 address family handling. For simpler code maintenance, the ISIS test session is created as a global object and the import policies, whether default or custom, are now handled more efficiently. Functions that were revised include `getAndVerifyIsisImportPolicy`, `configureRoutePolicy`, `configureDutISIS`, and `advertiseRoutesWithISIS`.
